Don’t reset project status on assignments

When this feature flag is on, assignment statuses reassigned in XactAnalysis and resent to Xactimate do not update from their original status. For example, if an assignment is marked Complete before it was sent to XactAnalysis, it is still marked Complete when it is reassigned and sent back to Xactimate. This ensures that information in Payment Tracker is not affected.
If this feature is not active, when the assignment is downloaded in Xactimate, the status changes to In Progress, regardless of the previous status.
