Reprice on complete or report

When this feature is active, messages appear to inform users that the prices of some estimate items do not match the prices in the price list being used in the project. These messages prompt users to reprice those items to match the current price list for the sake of accuracy. However, user-changed price list items are not flagged, so prices that are adjusted by the user (a contractor or an adjuster, for example) will still be updated.
These prompts appear when users navigate to Reports or Complete.
