Profile feature: Enable Type of Loss if empty on assignments

If this profile feature is active and the Type of Loss field isn't populated in XactAnalysis before the assignment is sent to Xactimate, then the Type of Loss field in Claim Info > Coverages & Loss > Loss Info is editable. Otherwise, the Type of Loss field is read-only.
